When Iowa State Auditor Rob Sand issued an audit report that attacked Iowa Governor Kim Reynolds for appearing in a public service announcement encouraging Iowans to get vaccinated, the Kirkwood Institute became concerned that Sand was using his office for partisan political gain. Sand's audit report had a significant legal flaw: he claimed the Governor couldn't appear in an ad paid by tax dollars but the law had an exception for expenditures done in response to public emergencies (which the ad clearly was).

So the Kirkwood Institute sent requests for public records that would get to the bottom. Sand's office refused to turn over the records we sought. So we have sued under Iowa's public records law to force him to follow the law.
